The Rivers State Independent Electoral Commission announced that the All People's Party (APP) won 22 of the state's 23 local government positions.
Justice Adolphus Enebeli, the Chief Election Officer of the Rivers State Independent Electoral Commission (RSIEC), declared the results on Saturday in Port Harcourt.
He stated that the announcement in Etche Local Government Area has been suspended because the results are still being compiled.
He revealed that the results for Etche LGA will be announced alongside those for the 319 councillorship seats at a later date.
The election has been marred by controversy, including police refusal to provide election security and protests by the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) over the election's conduct.
Earlier on Saturday, the Rivers PDP chairman, Aaron Chukwuemeka, warned that announcing results could spark violence.
"We cannot support or promote lawlessness or impunity in any way, even though we are the ruling party in Rivers state," he said.
"The proper court judgments must be obeyed because we cannot choose whether or not to obey a court order."
