Exclusive: NPC Centre in Badagry Council Where Extortion and Forgery Are the Order of the Day

The residents of Badagry local government have raised concerns on the high level of extort ongoing in the process of collection of birth and death certificate and high level of for forgery by Mrs. Hope Omono Enenmoh the Controller, National Population Commission (NPC) Badagry Local Government, Lagos state, who is the head of the seven officially recognised birth certificate registration centres in Badagry Local government which are, Ilado PHC, Ilogbo PHC, Mowo PHC, Apa PHC, Oglogbo PHC, Ajara PHC and Badagry head office. 


An illegal registration point is now added situated in the Local council secretariat, where all forms of illegal activities is ongoing.


The National Population Commission launch of a digital platform in July 2026 as part of the efforts to digitise civil registration services across the country this allow Nigerians to register births and deaths, apply for birth attestation, correct civil registration records and verify certificates online.


According to the commission, birth registration for children under five years remains free at all NPC registration centres. However, online self-service for birth registration for a child above five years attracts a N5,000 fee.


While investigating the concerns if Badagry people I (Manoah Kikekon) in disguise visited the NPC office in the Badagry local government Council where I met Mrs. Enenmoh, on getting there I told her I want to register birth certificate my two kids, one is age three and the second is age six “where are your kids” she asked, I responded that they are at home and where I live is very far from Badagry town, and I want to use it for the NIN registration for my kids.


 She said “with the new directives it is either you bring the kids or you snape their pictures and send to me on WhatsApp”. 


I then ask her how much it will cost to get the birth certificate for my kids. She then said “Let me check the price list to confirm the price, for the one that is six years old 10,000 naira for the one that is three years old is N4,500 naira.”


I then asked if I can get it that day if I make payment, “You should have gotten it today but you don’t have the picture of the kids now, you can send the pictures to me and you come collect the certificate tomorrow”.


 I told her, all I thought you will need is my National Identification Number (NIN), “they have changed the whole thing, if you know the old certificate this is the new certificate now, the old one is writing while this new one is online registration and they have stopped the issuing of the old certificate,” Enenmoh said.


I went further to ask her if an older person of 23 years will still have to pay the same N14,000 she told me, “The person will first go to sworn an affidavit in high court, stating that the person want to get birth certificate, ideally you are supposed to get it when you are younger but when you don’t get it you have to get the affidavit then the person brings it here with his NIN” she said. 


I asked how much will it then cost for such person to get Birth certificate, “It will cost N40,000, and if the person wants the old one, we can backdate it which is more expensive”. I then told here, I thought birth certificate for children was free, at the moment I cannot afford to pay the amount she said I will pay to get the birth certificate for my children “Let me just have the names of your children when you are ready you can come.


Further investigation has revealed that Enenmoh has not only extort Badagry resident she has committed various levels of forgery in the case of Mr. Ezerem Kenneth who said, “I paid the some of N14,000 to get the birth certificate for my daughter who Is 13 years old”. When asked if he has payment evidence he said “the madam insisted we pay by Cash”. 


A deeper scrutiny of the Birth Certificate Enenmoh issues to Ezerem in August 2026 reveals that it was backdated to June 2026 and also containing forgery. It was discovered that on the space of Registration Centre, Enenmoh wrote Oglogbo PHC as the place where birth certificate was issued, meanwhile the centre she issued it is Badagry. Her reasons for her doing this cannot be independently verified. Mr. Olayemi David Another Badagry resident has exactly the same experience as Ezerem, investigation has reviled that both birth certificates is prone to counterfeit.


To verify the validity of the birth certificate issued to Ezerem I visited Ogolgbo PHC at Seme border, where I had conversation with Mr. Daniel Akinlabi the NPC officer at Oglogbo PHC, who said, “I have not resume office at Oglogbo as at the date the birth certificate issued to Ezerem was backdated to, and I can not tell the reason why Madam Enonmoh chose to write Ogologbo instead of Badagry but since she is our overall boss I believe she knows better.”


To further confirm Enonmoh’s extortion, In separate conversation with Ayomide Deji, the ad-hock staff of Enenmoh who spoke with Kikekon on WhatsApp conversation she said, “now we only do the digital registration, we don’t write with hand anymore and the cost for age 2 is N3,100, age 3 is N4,500, age 7 is N8,000, age 15 is N14,000”.

According to NPC collection of death Certificate is free but Enenmoh was also alleged to have been extorting Badagry residents who want to collect death certificate, to confirm this, in the course of my investigation I visited the NPC head office at Topo-garage Badagry to get a death certificate, where I met Ayomide who never knew I was the one she has chatted with.


Ayomide called her boss Enenmoh to confirm the cost of death certificate after the call Ayomide said “you are paying, N5,000 for court affidavit and N20,000 for the death certificate making it N25,000. We now do online registration not the previous hand written, so you won’t be able to get it today, it will be ready tomorrow morning”. 


I then asked Ayomide if the money can be paid to an official account, she said “you can not pay to official account because it’s only my boss who have access to the official account you will pay into my Monie Point POS with the account number 5038592380”.


Payment made for death certificate 


After the payment was made with sum of N300 as payment charges, the ownership of the POS was further investigated and was revealed that the name the POS was registered with is “Hope Omono Enenmoh”, which clearly confirmed that Enenmoh has obtained the POS for the purpose of using it to extort Badagry residents.


Mr. Jimor Ahisu from Iragbo said, “when I visited the Iragbo/Iragon PHC for the birth certificate for my grand son I was told to pay N1,500 which I did but it took me weeks before I could get it, any time I go there to check they tell me it is not ready until I finally got it.”


Kriko Augustine, Chief Press Secretary to the Executive Chairman of Badagry Local Government, distanced the council from any fraudulent operations ongoing in the NPC office within the council secretariat.


“The Local Government Chairman, in his magnanimity, made the office available to NPC within the council premises, in addition to the existing office occupied by the agency at the council Area Office to ease the stress associated with birth certificate registration for Badagry residents.


 The scope of the agency’s operations and how it uses the facility are matters within its own administrative responsibility. The Local Government does not have jurisdiction over the agency’s activities or operational decisions within the facility,” Kriko said.


“As we speak, the Chairman is not aware of any fraudulent activities taking place there. However, should any such activity be brought to his attention, I am confident that he will take the necessary and decisive action,” Kriko added.


Several Badagry resident has been victim of Enenmoh’s extortion which has been identified as one of the challenges most parents are facing in Badagry which is discouraging them from getting the proper documents for their children, most importantly contributing largely to out of school children in Badagry as it is compulsory to get the birth certificate before a child can be enrol in the public schools either primary or secondary school.
