Terrorists are consolidating their grip on communities in Kaduna State, according to Governor Nasir El-Rufai, with a parallel government and permanent operational base in the northwestern state.
Rufai revealed this in a late July memo to President Muhammadu Buhari, according to PREMIUM TIMES.
When Ansaru al-Musulmina fi Bilad al-Sudan broke away from Boko Haram in 2012, it is believed that they relocated to Birnin Gwari in Kaduna State.
Before the split, the terrorists who formed Ansaru were said to be responsible for some of Boko Haram's high-profile attacks.
In a late July memo obtained by PREMIUM TIMES, El-Rufai detailed how terrorists had infiltrated and dominated communities, forming "a parallel governing authority" with control over social and economic activities and the administration of justice in the area.
According to a "series of intelligence reports," the terrorists have advanced in their plans to make Kaduna forest areas their "permanent operational base" for the North-west region.
"Observed movement patterns and intercepted communications of migrating terrorists have revealed a clear interest in establishing a base, with stretches of forest area between Kaduna and Niger states being strongly considered," he wrote.
As preparations for the 2023 general elections heat up, terrorists, El-Rufai told Buhari, have passed legislation prohibiting residents from voting.
"The insurgents enacted a law in the district prohibiting all forms of political activity or campaigning ahead of the 2023 elections," the governor wrote.
The Ansaru terrorists are well-known for their extremist ideological stance against democracy and secular authorities.
The governor stated that the ban on political activities was imposed in response to a recent wedding ceremony attended by terrorists.
"According to actionable intelligence, members of the Jama'atu Ansarul Musulmina Fi'biladis Sudan (aka Ansaru) hibernating in Kuyello district of Birnin Gwari LGA recently married two yet-to-be-identified female Kuyello village residents," El-Rufai wrote.
"The ceremony was attended by various Ansaru members and witnessed by local residents." Following the wedding, insurgents in attendance allegedly transported the brides to the dreaded Kuduru forest in the same district."
